I suggest Trump tell the cities that don't want Federal officers:

Fine. You pay the US government the value of the buildings, and they're yours, we just get out records and equipment.

If you want federal services, you pay us to build somewhere else, somewhere safer. Otherwise, your citizens will have to travel elsewhere for social security, federal courts, passports, etc. Your problem if they can't get there. 

And you get absolutely NO federal disaster funds.
