Thanks for the comments against SPSS. Alas, yes, it is still used, and some people demand that you use it. And despite the fact that there is an actual Windows interface now, there are still lots of good reasons to write it out in CODE. You can tell this was written by mainframe folks because of how obtuse it is. Nothing is easy. Nothing. Give me Mathematica any day.

We keep a DSRV on the West Coast. It can be flown on a C5.

The bottle neck would be transferring from an airfield to a port in Indonesia.

12 hours to get it airborne.

10 hours flight time.

24 hours to get it to a ship to get it to the sinking site.

Depending on which port, that leaves 24 hours sailing time.

Really tight be do able.

If the sub has survivors and the actually position is known.

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States,

Key word cession, the Capital will be a cession of The States, Maryland and Virginia ceded a the land for D.C. Since it as cession of particular States, D.C. cannot be by definition a State.
