Why would he take a call from Zelensky in the first place?  "Hi, you should talk to the State Department.  Have a nice day, bye."

And I'm seeing mention that Powell told him (this was in January) that the Fed would raise rates twice, but no further.  And that's... um... inside information, which could be very profitably traded upon.  What in the actual f**k?
