Two edged sword would a public warning tip off the enemy to sources and methods.

What is the risk level we are looking at, is there anything we could do with the intel? Be on the look out for? Or would it cause a panic to no good end.

The problem is not the threat per se that I see it is total lack of trust in the government to respond i any reasonable matter.
