Every time I've called, I've gotten a "we cannot take your call, please call back" message.  I've been trying for the last hour. 

Heaven forfend they have an online scheduling service (as even the freaking DMV does now).

I do have to wonder if this isn't very much on purpose, given the political slant of the city government... of course.

my prior experience with the people in the gun registration unit at police headquarters here is that once you get through the red tape and are actually dealing with them, they’re actually pretty nice. Hopefully that is still the case.

Apparently it is when the expecting family has a party and reveals, through some method, the gender of the to be born baby.  I got that much from reading news articles. These methods can be a cake with pink or blue contents, balloons, some other things, or fireworks. The latter have caused at least two devastating fires.
