This comes down to: How big would a black hole have to be if it contained all the matter in the universe? What about dark matter? And then, what is meant by fit inside. If you mean volume, that can be compared, but if you really mean fit inside, then the diameter of the black hole has to be less than or equal to the thickness of the Milky Way. Normal matter mass 1.45×1053 kg Size of black hole in KM = 3*mass in solar masses Mass of Sun 2 x 1030 Kg Mass of universe 7.25 x 1022 solar masses, means radius about 2.2 x 1023 KM Milky way averages 100 Ly thick, or 9.46 x 1014 KM, So no by several orders of magnitude. Can also compare with the largest size of the galaxy, the dark matter halo size 2 MLy (million light years) or just under 2 x 1019 KM, so the answer is still no.
