Note the pattern:  press creates (utterly spurious) "crisis."  Government "must" respond by acting to either (1) take away more rights and liberties of ordinary citizens, or (2) relax the execution of the laws against favored groups. Usually they figure out a way to combine the two.  But the question is, given that we a government run by a drooling vegetable and a bunch of millennial interns, who is driving this pattern.

It looked to me as if he was trying to prevent the horse from stepping on the Haitian man. Mounted officers are a time-honored and effective means of crowd control, and the regime does not want this crowd controlled. IMO they were brought to the border to create a heart-wrenching display and now they've vanished as quickly as they came. Now being aided and abetted by an NGO in a city near you.
