Here's something to think about: 

1. Putin depends on high oil prices since something like 50% of state revenues come from oil. 
2. Europe and American have seriously weakened themselves in recent years because of the whole "climate crisis" and "renewable" idiocy.
3. We know that Russia has been engaged in a massive and in many ways very successful campaign to demoralize the West.
4. What is the likelihood that at least a certain amount of the "climate crisis" bullshit is, in fact, a combination of deliberate Russian disinformation and financial support for scientists and pundits who push that line?

Remember this is precisely the Soviet playbook for anti-war/anti-nuke bullshit in the past.

Remember back to the Reagan era.

Nuclear Winter and the Nuclear Freeze movements. We know from the document dump when the Soviet Union fell that those two movements were heavily influenced, organized and funded out of Lefortovo.

Many of the player in the west in those movement merely shifted to the climate change movements.

It is very likely Putin never gave up on the gambit.
