As you imply, it is much more likely that environmentalists are trying to sabotage power to end the use of eeeevil fossil fuels that are causing "climage change".

My thoughts exactly.

I looked at a bunch of media articles, substations attacked in WA, and NC.

Not one of the mention the possibility of terrorism.

That indicates to me the media has more information, and that points to the left and environwhackos.
