That area has had earthquakes for decades and decades, and yet you never hear anyone pushing to ask them to institute the same safety protocols that California did. Or has that never made it into the news?

Remember, "hate speech" is a false-locution corruption of the legitimate tern "hateful speech."
Nobody denies that certain speech may be "hateful," but the antidote to that is MORE speech, to explain why and how. The term "hate speech" is used to BAN allegedly-hateful speech, instead of engaging/refuting it; it is a cover for censorship rather than an encouragement of the free exchange of ideas.

This is why the announcement a while ago that Google and Facebook would include search results about Holocaust denial with links about how the Holocaust was real. Whether they did that, I don't know, but that is the correct approach.
It won't change the real haters, but will help prevent making more of them among people who are just ignorant (which can be fixed).
