When Stalin came in, he re-criminalized it---of course, practitioners of homosexual behavior were doubtless, by then, on some sort of KGB list, which gave the Soviet state a ready pool of loyal apparatchiks. Nothing makes for loyalty to the regime than to know you remain unincarcerated only at the pleasure of a superior who can have you hauled off at any time.

The deeper level to me is that the DoE staff couldn't plan the trip for a good photo op.
If they, with all their resources can't plan a road trip.
As Buzz notes, how can they plan the transition to EV cars? Not only that, but they intentionally blocked the existing chargers to make sure the oh-so-important secretary got priority charging access over families that were traveling. So they intentionally stomped over the little guy at the same time. NOT a wining message.
