I can see a need to figure out how to fight Ebola without actually working on the actual virus. But this sounds like it could be very bad, especially as the work was done in a BSL-2 lab, not BSL-4, where Ebola is studied. Original study report here.
(Then, of course, I can't help but wonder if the EcoHealth Alliance helped fund this research. It wasn't on the list of funding sources, but I'm suspicious enough to wonder.)

First off, of course, is this really something Trump has proposed. Because, to put it mildly, I don't trust Rolling Stone.
Beyond that... I don't know if it's a good idea. I just don't know. it's nice to think of someone finally offing these creeps, given that they are basically waging chemical warfare against our country. But I don't know the second, third, etc.-level consequences.

Cartels are made up civilians. While criminals they are not combatants. So using military assets is all kinds of illegal. Now the loop holes, CIA or other civilian agency with a Presidential authorization could technically target cartel members. The Present can skirt some of these with with the Clear and Present Danger label, and briefly use the military before War Powers Act kicks in.
All of it presents all kinds of legal, ethical and other problems.
Not mention with the porous nature of the border the Cartels return the favor on US soil.
The proper way would be to work with Mexican government, use our technical surveillance assets to pin point the targets and let Mexico do the capture and trial. But the Mexican government is thoroughly penetrated by the Cartels.
So lets forget Mexico. Shut down border. Declare the emergency and use the military and resources monitor and patrol the border.
Internally we already have a good idea who's who in the drug trade, blue cities and states don't do anything and the cartels know where they can operate. Concerted effort to go after traffickers domestically. Also ramp up on users, not jail time necessarily but involuntary rehab.
