Reply to vxbush in 3: Disaster relief from a presidential perspective should be easy. Here's what President JCM would be "doing". Department of defense.... mobilize the active duty logistic units to start moving supplies, power generation, engineers and field hosptials into the area. Mobilize national guard in surround unaffected areas. The units in the affect areas need to take care of themselves and family. FEMA instruct into high gear to on the disaster relief plans. Commerce coordinate with large companies like Amazon, Walmart and trucking companies to move supplies. With utility companies to pay and move crews into the area to speed repairs.
Army Core of engineers - prioritize damage evaluation and repairs.
DoJ and DoD - provide law enforcement support. Suspend regulations that are impeding relief efforts.
Then have twice daily reports on the efforts. Then relay that to the country.
Personally I always hated officials visiting disaster areas, disruptive as hell, but that's me speaking as former first responder.

Reply to vxbush in 6: Using Starlink it's possible to have mobile cell towers. Kuiper already has a contract with Verizon to provide the back haul in areas with no cell service.
A gen set for power, a mobile tower with antennas, and the Starlink to connect to the networks.
Temporary cell service now is an almost trivial exercise.
