I'm not a fan of EOs. If a law needs a EO to define Congress failed in their legislation to define the law.

The whole thing is a scam IMAO, part of the distributed conspiracy if you will. Congress passes a poorly defined law. They count on either an EO or bureaucratic "discretion" to obtain the result desired Congress was to afraid to put into law and to a vote.
