Vald, it's simple cyberattacks are an act of war. Reagan knew what to do - they hacked some Russian systems so a pipeline blew up. The biggest problem the US has is that companies consider cybersecurity an expense, not a necessary defense. I initially learned this in my SANS GSEC course back in 2003, and I have seen nothing to change my mind. (I let my certification lapse because $2500 every 2 years for something that did not help my career (note that) was not worth it.) I do remember being at an ISSA (Information Systems Security Association) meeting back then where someone asked why, if security is so important, half of the ISSA members are unemployed? Another thing I learned from trying to keep up with all the security alerts is, it takes a LOT of people to keep a system secure. There are way too many systems for any one person to follow all the alerts. So, I'm sure some high school hackers have Hillary Clinton's vacation pictures, never mind any country with a semi-competent tech industry.

Reply to Kosh's Shadow in 6: I'll have to dig out the book, Kengor IIRC. During Reagan CIA had a flipped a KGB officer, this one knew what espionage targets the KGB was seeking. So CIA arranged for KGB to steal some of the stuff they wanted, except with fatal flaws in the plans. Part of the operation was against the pipeline pumps, the Buran shuttle, high tech electronics etc... It was enormously successful costing the Russian billions in building the flawed designs, the damage when they failed then the cost of figuring out what was wrong and rebuilding.
