The report detailed that the federal government spent over half a trillion dollars on programs that expired last year without ever actually authorizing the funding. About 2,500 expired appropriations made up the $516 billion.

This is all a result of the stupid bird flu insanity, where birds that have tested positive for a germ are declared sick, even if they have no symptoms, and are immediately killed. This insanity of saying "testing positive" is the same as "being sick" got started during COVID and it is flat out wrong.
